Shantou gives a ready date on four orders in ten, and that is a worse problem than being nine days late. Lateness is a number the plan absorbs — slack is computed from a date, so a late date still ranks. A missing date cannot be ranked at all: those lines drop out of the container plan and sit below the line as unschedulable, which is how goods that are physically ready miss a sailing nobody knew they qualified for. It costs planning rather than money, which is exactly why it never gets raised.

$440,500 is on order and only $94,980 of it has arrived — but the number to look at is the third one, which no report produces. On order minus balance due is $130,820 of deposits already wired against goods still sitting in a factory. That is real cash, it is not inventory yet, and it does not appear on a balance sheet as either. Shantou alone holds $38,660 of it while giving a ready date on four orders in ten, which is the same sentence twice: money out, no date back.
Quoted lead time is a negotiating position; the planner uses the actual. Qingdao quotes 28 days and delivers in 46, so every reorder built on the quote is eighteen days short and shows up as a stockout somebody blames on demand. The Plan on column is what the restock maths actually reads — the median of the last six orders, not the number on the quotation — and both are shown so the gap is a conversation with the supplier rather than a surprise on a shelf.
